The specialist oversees proposals submitted by contractor and ensures all proposal terms and conditions are met. They review and analyze each proposal to identify strengths and weaknesses and prepare recommendation reports for program managers and senior executives. They represent the agency in negotiations with contractors and maintain a good working relationship with contractors.
