They write shaders, create tools, and use any technical tricks to help maximize a game's or movie's visual quality by pushing pixels as efficiently as possible. Technical Artists help create clean, flexible, and intuitive workflows that help development go smoothly across a project. This work is often collaborative with other artists and developers on the team.
